Welcome to the 196 Street Station Plan Phase 1 Survey!

As SkyTrain extends down Fraser Highway from City Centre to Langley, the area on the Surrey side of the future Willowbrook Station is going to change. We are creating a new plan for the area that includes the residential neighbourhood on either side of Fraser Highway and the industrial area south of 60th Ave.

A background study in 2022-23 helped to understand the land within 800m of the future SkyTrain Station (now called Willowbrook Station). The 196 Street Transit Oriented Development Study was led by the Province and included the City of Surrey, the City of Langley, the Township of Langley, and TransLink. The technical study was meant to inform future municipal planning work that would include robust public engagement processes.   

In the fall of 2024, the Provincial Government created new housing legislation including Bill 47. Bill 47 required municipalities to identify Transit Oriented Areas (“TOAs”) and eliminate residential off-street parking requirements within the TOAs. 

The legislation identifies three density and height “tiers” around SkyTrain stations for land that allows residential uses based on concentric circles:

As noted in the map above, almost all the residential land in the Plan area falls into tiers 2 and 3, with the commercial and residential properties closest to the future Willowbrook Station falling into tier 1. The Plan Area can be expected to change significantly in the coming years. We’d like your input to help shape this growth.
