When the Federal Government legalized the sale and use of recreational cannabis in 2018, the City restricted the sale of recreational cannabis. This gave the City time to better understand the new legislation and learn from other cities. Since then, the City has developed a draft framework to guide the sale of recreation cannabis. As part of this process we've consulted with the cannabis industry and looked at the practices of other municipalities. The draft framework proposes to allow up to a maximum of 12 cannabis stores in Surrey, and includes criteria for the location and selection of these stores.

Background and regional context

The Province, through the Liquor and Cannabis Regulation Branch (“LCRB”) is responsible for the wholesale distribution of cannabis in BC, and the review and licensing of retailers. However, each municipality is responsible for the regulation of retail locations.

Following legalization many municipalities in the lower mainland have introduced regulations to permit cannabis stores. Some municipalities have very few restrictions and others have quite few. Here's a snapshot of what cannabis retail looks like in other cities in B.C:
