Anniedale-Tynehead Plan

Background

The original Anniedale-Tynehead Plan was approved in 2012 and centred on a large-format retail (big box commercial) concept. This vision did not materialize, and as a result, much of the area remains undeveloped.

In recent years, work has been underway to reimagine the neighbourhood. This began with a private development group focusing on the former big box commercial lands, now referred to as the West Amendment Area, and exploring a new vision for a mixed-use neighbourhood centre.

In June 2019, Council approved utility and servicing upgrades to support this new mixed-use vision, helping to enable future development. In January 2020, a development application was submitted for a portion of the West Amendment Area, initiating a formal process to amend that part of the plan. A developer-led amendment process followed, and in November 2023 Council approved a new draft concept for the West Amendment Area.

At that time, Council also directed staff to begin updating the broader Anniedale-Tynehead Plan, and in September 2024, Council adopted the Stage 1 Draft Plan.

In April 2026, Council adopted the Stage 1 Update, aligning the plan with the forthcoming Surrey Official Community Plan update and extending the plan boundary to include lands east of Harvie Road and north and north of 90 Avenue.

What’s next?

We are now advancing into Stage 2, which includes refining land use, parks, and transportation concepts, as well as undertaking detailed engineering and financial analysis.

Updated concepts will be shared with the public in fall 2026. The final Anniedale-Tynehead Plan is anticipated to be completed in early 2027.

  • Council Approves Anniedale-Tynehead Stage 1 Draft Plan Update and Boundary Extension

    On April 13, Council adopted an update to the Stage 1 Anniedale–Tynehead Neighbourhood Concept Plan. The update extends the plan boundary to include lands east of Harvie Road and north of 90 Avenue, and revises land use designations to align with the 2026 Surrey Official Community Plan Update.

    During this phase, we shared proposed updates to the 2012 plan aimed at increasing market responsiveness, supporting new housing and job opportunities, and strengthening environmental protection in alignment with updated policies and regulations. Draft concepts for land use, transportation, parks, and schools were also presented.

    Engagement activities included an online community survey and an in-person open house held in February and March 2024. Thank you to everyone who participated and provided valuable feedback to help inform the plan update.
