Clayton Corridor Plan

On July 25, 2022, Council approved the draft Vision and Objectives, Plan Boundaries, and Development Expectations Policy in Corporate Report R155, setting direction for the creation of the Clayton Corridor Plan which will incorporate core community values into future planning of the area.

The draft vision statement for the Clayton Corridor Plan Area is as follows:

"The Clayton Corridor is a sustainable community that is inclusive, integrated, and diverse. Known for its varied housing, the area includes compact walkable neighbourhoods with community amenities and services locate within convenient distance of residents. Clayton is celebrated for its range of housing options, character, thriving mix of local and neighbourhood businesses, and its livability."

The draft objectives for the Clayton Corridor Plan Area are as follows:

1. Focused Growth: Support thoughtful transit-oriented development surrounding SkyTrain Station areas with strategic opportunities for sustainability, and public amenity;
2. Village Heart: Build on the Frequent Transit along Fraser Hwy as a local destination and enrich its sense of place, connection, and culture;
3. Housing Affordability and Diversity: Provide a range of housing types and tenure;
4. Climate Resilience: Transition to a net zero carbon community that can adapt to climate change;
5. Green Spaces: Protect, create, connect and enhance biodiversity, parks, and natural spaces;
6. Active Living: Provide a range of housing choices, and spaces and amenities to foster active living, wellness, and opportunities for social connection;
7. Mobility for All: Develop active transportation and transit infrastructure to support universal access to safe mobility; and
8. Robust Economy: Support a thriving and diverse local business environment.

The draft vision statement and objectives build off the collective vision statements from existing Secondary Plans in the area and has been updated based on community feedback. They may be further refined as the planning process evolves and additional community input is received. Similarly, the draft plan boundaries may be reviewed and adjusted on a case by case bases, if there is clear planning rationale.

The next step in the plan process is developing growth scenarios and emerging directions which will be presented to the public in late 2022. Once a preferred set of directions has been selected and tested with the public, a draft plan will be created and presented to Council for consideration in Spring 2023.

In the Spring of 2022 we explored the draft vision, objectives and plan boundary for the Clayton Corridor and ideas for how Clayton could evolve as SkyTrain moves from Surrey City Centre to Langley along Fraser Highway. We conducted an online survey, and provided online engagement activities through polls, mapping, and other engagement tools. Our “What We Heard” report, which provides a summary of the Step 1 engagement and survey (Spring - Summer 2022) results is now available.

Thank you to the nearly 760 people who took part in the survey and those that participated in our online engagement tools. Since the launch of the Clayton Corridor Plan online platform in May of 2022, over 5,000 people have visited the Clayton Corridor project page. Of those, over 890 visited one or more of the information items, questions, polls, or tools. At the peak of engagement, the site had 404 visitors on a single day.

As part of the survey analysis we looked at who we reached. Below are some of the demographic groups we heard from. As we move into the next phase of engagement we will continue to explore how to better reach a representative sample of those living in the community.

Representative reach:

• 39% of respondents were aged 40-64 (32% of residents in the plan area are aged 40-69)
• 84% of respondents own their home (80% of residents in the plan area own their home)

Opportunity to improve:

• 10% of respondents rent (20% of residents in the plan area rent)
• 3% of respondents were youth (27% of residents in the plan area are youth)
• 8% of respondents have incomes below $50,000 (25% of residents in the plan area have incomes below $60,000)
